这题还是要先理解句子意思。分析这道题，我最大的感触就是不要小看貌似简单的语法题。
1.我刚开始看到这道题的时候，还心想，没有选A,B不就是因为"on account of, because of, despite(in spite of), as a result of 之后只跟简单的名词短语。若其后跟的是动名词或名词所有格+动名词短语，或名词短语之后用一复杂的现在分词来修饰时，应改为与其相同意义的连词because,although等引导的从句形式"---引自LZM P6 用LZM这个解不无道理，OG11中不乏介词短语后一堆doing很复杂的结构改成从句的例子。
2.但是细细看这道题(我最常犯的毛病就是看题不仔细)，发现了duplicated与duplication. 那么这道题就用逻辑意思直接解了，A,B,C的通病就是avoid的是(duplicated)facilities然而题目真正想表达的是aviod duplication而不是facilities...
3.D错在while上，因为while是有个转折语气的(语气上相当与although)，然而原句想要表达的并没有这层意思。原句想表达的是"alone"这个语气，就是only，仅仅因为...
4.另外，看到划横线前面的逗号，A和B的短语没有必要加这个逗号，除非是放在句首，例如according to..., 然后主句怎样怎样...这里应该直接接上前面的句子。从这一点上就会去考虑C,D,E. C的错误除了duplicated facilities还有in that已经不再用了--OG11中说过的。
5.最后的if only，我写到这里才明白，这个句子是个虚拟语气。
前面有逗号，所以后面不应该是一个短语
A、B可以排除
C选项 不应该说 facilities should be avoided 而是 重复应该被避免
D的逻辑关系不对，通过阅读句子意思 while用了没法解释
一开始也选的C忽律了逻辑意思

i wanna add some explanations on this question:
1.The problem with both A and B is that "of" after "on the basis/grounds" is introducing a very awckward phrase.
however,The explanation (duplicate facilities should be avoided) is not just a "thing" but an action; a clause would be better than a phrase. In A & B, "avoidance of duplicated facilities" is very awckward. Get rid of them.
2. the main issue discussed here is whether we should use "duplicated facilities" or "duplication of facilities".
go back to the meaning of the sentence.
"在B地建设很大的医院是浪费钱，（如果）只考虑重复建设的话。"
so what we wanna avoid is the repeating action, not the facilities themselves, and consider of this point, D & E are better.
3." while" changes the meaning. it means two things happened together, so eliminate D.
固定搭配：if only because
I favor the former, if only because I want to sleep at night.
如果我仅仅因为我想晚上能睡个好觉，那么我会支持前者。
